Regulatory Framework for Water Exports
Sri Lanka Standards (SLS) Certification
All bottled drinking water manufactured in Sri Lanka must comply with Sri Lanka Standard SLS 894 for packaged natural mineral water or SLS 516 for packaged drinking water. Certification is issued by the Sri Lanka Standards Institution (SLSI).
Your production facility must hold a valid SLSI certification mark licence before you can legally export.
Export Permit
A Board of Investment (BOI) approval or registration with the Export Development Board (EDB) may be required depending on your company's status. The EDB also offers export facilitation support, market intelligence and promotional assistance for water exporters.
Health and Phytosanitary Certificates
Most importing countries require a Health Certificate or Certificate of Free Sale issued by Sri Lanka's Ministry of Health or the EDB. This certifies the product meets food safety standards and is legally sold in Sri Lanka.
For EU imports, products must comply with EC 178/2002 and relevant food labelling directives. A Certificate of Analysis from an accredited laboratory is typically required.

For sea freight, bottles are palletised and stretch-wrapped. Pallet heights must comply with container door dimensions (typically max 220 cm). A 20-foot container carries approximately 22–24 pallets of bottled water.
